on it in the Legislative Council with a statement of
objects and reasons in which each section of the new
Ordinance is briefly explained. With these explanations
before Your Lordship it will not be necessary for me to
do more than to comment on the more salient features of
the Ordinance.

The Ordinance as originally
drafted was designed to give effect to certain recommenda-
-tions made by, or arising out of the report of, the Com-
-missioners appointed by my predecessor to enquire into the
administration of the Sanitary and Building Laws; to a
change in the constitution of the Sanitary Board; to a
re-organization by which the administration of the pro-
-visions relating to Buildings in the Public Health and
Buildings Ordinances is vested in the Director of Public
Works as Building Authority; to numerous suggestions for
removing doubts and difficulties in the Ordinances of 1903
which experience since their enactment had shewn to be
necessary or desirable; and finally to give greater
elasticity to the provisions of the Law with a view to
rendering their application easier and speedier.
After the first reading the Bill
was criticised in reports (copies enclosed) submitted to Government
